What are cam shaft 3 adjuster seals? same thing changed when doing a timing belt service?

What are cam shaft 3 adjuster seals? same thing changed when doing a timing belt service?
trying to buy a car but audi states that the car needs the following done:
1.valve cover and cam shaft 3 adjust seals
2.front brake pads
3.1 of the horns is not working
4.the left/right upper control arm bushing needs replaced
5.needs tires cuz they are at wear bars
6.rear bumper is scuffed/scratched up
7.4 wheel alignment
This is a tiptronic audi s4 that has 95k miles, it has new turbos, transmission, timing belt, secondary water pump, primary water pump, tensioners, belts etc all done at 88k miles.
Good price for it, buy it or run?
