Default Yes... if you're close enough for it to be a problem, you've got bigger problems...

EMP effects weren't really noticed as a distinct result of a nuclear detonation until the US started doing high-altitude blasts...

The composition of the higher layers of the atmosphere tend to allow the EM radiation to be more widely dispersed. Its similar (but not the same) as the change in atmospheric layers that allow you to sometimes get long distance EM bounce in the AM-radio frequencies shortly after sunset.
