The boot just covers the wire to keep moisture and grunge out...
my car is at home on jackstands right now...I can take a quick look when I get home later tonight if you want.

nah, I meant in the center back of the caliper, not on the cable....
if you're in that area go for it. Otherwise, I'll just get pics this weekend when I'm readjusting my exhaust

Not sure if it is inside or outside on the Golf, but I had this exact thing happen to me on an older Passat.
What happens is that rust builds up on the shaft that connects the hand brake cable lever on the outside of the caliper to the inside section. This makes it tight against the seal, and it does not always return when the hand brake is released.

Because your caliper lever is not fully retracting, it...
does not let the automatic hand brake adjuster (That screw that makes retracting the rear caliper pistons a PITA) work as it is meant to, and that is why you won't get proper hand brake operation on that side of the car.
Try to lubricate that lever just before it goes into the caliper, to see if that will free it up from the seal. Look for rust on the shaft of the lever too.

There was nothing wrong with my spring, and I could not find the proper seals either...
I ended up fabricating new seals for the caliper...
Read my original post, I was confused, and there is a spring on the outside of the caliper...if you don't have one, it has gone missing, and that would cause the problems you describe.
