what would cause requested boost to be lower than actual boost?

Our most educated assumption at this point is it takes some time (30 min maybe) to clear the memory
in certain parts of the ECU. Again, this just the most educated assumption most of us can come up with after asking questions here on AW and digging into independent sources.
