you also have to put into consideration the upkeep and maintanance cost these cars have after 8 years of being on the road.

it still happens even if you don't. Both tap water and rain (due to polution) contain dissolved salts. Vehicle exhaust contains acids that promote rust. Exhaust systems rust from the outside and inside. Rust doesn't just refer to body panels!
For the US at least, ocean/winter-salt cities must account for the majority of the population.
Regarding brakes, I was referring to the rotor edge (the section that isn't swept by the pads): lots of rust there.
