When doing LI-S4 and NASA's wheel re-paint, we talking small blemishes only? Or whole wheel too?

I want to do the whole wheel and change the color. They are just going to be my winters anyways. Is this too hard? I.e. should I stick to the small wheel blemishes only?

I don't if I would classify the hits I repaired as "small blemishes". But I understand you question.
I see no reason why you couldn't paint the entire wheel. It's been done for sure.
Te key with the painting is preparation. I haven't read my write-up in a while, but I am sure I empaphisized cleaning, prepping and more cleaning. Especially if you are doing the entire wheel.
You need very little base coat, so concentrate on the clear coat and let it all dry well in-between coats. Then you can polish the clear coat with typical paint polish like the Menzerna twins and call it a day.

It is more durable than paint..and can be cared for the same way you care for your paint.
However...if you curb a wheel that has been powder coated you are screwed...you'll need to strip the entire wheel and pc it again. If you curb a painted wheel you can spot repair with ease.
I powder coated the centers of my wheels..not the lips.

You should clean, clean and clean again. Scuff the area to be painted to aid adhession..then paint with a sandable primer. Once you have the wheel as perfect as you are willing to get it let it dry very very well...bake it if you can. Then paint it. Prep between coats. Clear coat more then base coat..prep between coats.
