When you delete precats and secondary O2's trow codes, does ecu pull back power?

Default When you delete precats and secondary O2's trow codes, does ecu pull back power?

My check engine light doesn't work anyways so I don't mind if codes are there but I just want to make sure that ECU is not reducing the power due to codes.

rear O2s should have no effect.

Negative: All the rear O2s do is check for cat effiency.
