where and how to repair three-piece OZ SL III's?
The lips on my OZ SL III's are scratched, bent, etc. etc. Should I and can I buy the outer rims myself, then have a shop do the work? Or should I just have a shop do the purchasing and rebuild?
Any idea of cost?
They are OZ SL III's, 19x8.5, et 45.

No you can't just buy the parts yourself. I believe they have to be repaired by OZ.
Not sure if they have any authorized repair shops but your best bet would be to call tirerack since they are a US ditributor or OZ directly.

Re: where and how to repair three-piece OZ SL III's?
I have the 18 x 8.5" SL III's and had the same issue. I had the local wheel refinisher fix the the lips without disassembly of the wheel. The only issue is that they cannot clear coat the lips. They didn't seem to think it would be an issue because most of the time the clearcoat doesn't stay bonded well to a polished lip. Instead they gave me a tin of aluminum wheel polish to clean my lips as they become dull. This cost me about $ 100 bucks a wheel and they fixed 2 bends in the wheels that I had from a mean pothole.
