Why do people say that a GIAC flashed ECU can't be tweaked like a GIAC chipped ECU?

You have it all wrong. You can't tweak the stage 3- (stock injectors/MAF + K04s and 5bar FPR) code.
Stage 3- GIAC code happens to only be available with flash.
Normal K03 GIAC code, flashed or chipped, can be tweaked.

It doesn't make a difference, imo. I've never seen any definitive data to show that
one version is definitively "better" than another. And if you run an MBC, the boost ramp up is a moot point. Just get the newest flash version you can get your hands on, soldered chips can come loose.
