why do we have less boost when it is colder???

at sea level or up in the mountains - if they ran the same PSI - however most ecu's restrict boost amounts as a saftey at altitude - but if an s4 made 20psi at both places they would make the same power - but hte car is SLOWER because it takes longer to make that same power

But seriously, think of boost purely as the pressure level of the manifold. The issue is, what is the consistency of the air in the manifold? The less dense the air is, the more boost needed to it the right mixture (roughly 14.7:1).
Without as much dense air, in order for the mixture to be correct, the injectors have to inject less fuel. If the ultimate fuel mixture is less fuel and air, you get a smaller combustion charge and therefore produce less energy which means less power.
Simple, really.
