Why would my parking/hazard lights come on (not blink) when I connect the battery?

Why would my parking/hazard lights come on (not blink) when I connect the battery?
Repost from the weekend.
Getting my car back from paint and something electrical must have happened. Car will not start and all the hazard lights are lit (but not blinking).
Pinched wire or short or blown relay/fuse? Could it also be a nearly dead battery? They also may have kept some stuff disconnected?
The hazard button illuminates and the side marke lights as well as both turn signal lights on the cluster stay illuminated when I connect the battery.
Just wondering if anyone else has ever seen these exact symptoms before.
BTW, I'll be trailering it home tomorrow and continue with re-assembly.
