Why would my window wipers move very slow?

There is a seal on the shaft at the base of the wiper arm that wears out and lets water in there.
You need to remove the wiper arms, remove the wiper motor assembly, remove the tapered shafts the wiper arms sit on, clean and lube the shafts with axle grease, then replace the worn out seal with an o-ring.
Your other option would be to replace the whole wiper motor assembly.

Could be, mine took a LOT of effort to disassemble since they were so gunked up.
Once I cleaned them up and regreased them they ran very fast. I'm somewhat surprised the wiper motor hadn't burned out/stripped out from the excess load.
