I am going to look at an S4 on Sunday and am wondering if my 16" steel wheels w/snows will fit or do I need 17" because of the bigger brakes?

which clear the brakes and still allow for 16" taller sidewall snow tires that can handle potholes better.

It won't clear the brake calipers. There are some Audi and aftermarket 16" wheels that fit, but there aren't many. When I had my B4 S4 (I now have a B6)I had a set of 16" Ronal R-28s for winter. Audi has a 16" wheel option in Europe that your dealer might be able to get; there's a 16" wheel from the A6 2.7T which fits, and there are a few other aftermarket wheels - MM Spiders, OZ Operas, and I'm not sure what else.
To this day, I don't believe anyone has made a steel wheel that will fit. Those calipers are awfully wide.
