Default Because there's less metal. Also the mass of the barrel is also closer to hub center...
...Moving mass back to the center makes it easier to accelerate and decelerate, even if weight is identical.

Default You are correct. The term you are missing is rotational Moment of Inertia.
The center of mass is the same regardless of the wheel since it's always at the center of rotation. The larger wheel has a higher moment of inertia.
