will warped rotors give you a "wobbling" sound while driving WTHOUT pressing the brake pedal?

i am assuming so.

i definately have warped rotors & am saving the $$ for replacement/upgrade - but get a very slight "wobbling" sound from the front wheels.

I don't think they will. Might be an offbalance tire or weird tread wear.

nope, check lugnuts, possible bent wheel, also might need to have tires balanced
