would a place like Meineke or Midas be alright to have a cat back exhaust installed, or should i go

I don't see why they COULDN'T do it, but they might not WANT to, due to fear of liability

Default Only if you KNOW the guys who work there...

I had mine adjusted by Meineke after I got it, but I would trust them with my car anyday. I've known them for 6 years & between all of the tech there, they have ~75 yrs experience.

Default Go to a specialty shop

I have only heard horror stories from those that got ANYTHING serviced/installed by Midas. Also, some specialty shops will actually charge less. What takes Midas/Meineke 3 hrs to do may take the specialty shop 1 hr, making the labor charge considerably less.

I can't see an S4 exhaust install taking longer than 1-1.5 hrs at a muffler shop, given everything goes as planned. The install charge, based on LA auto labor rates, would be between $60-100.

I have an A4 but that shouldnt add any more/less time I dont think

Nah... get several quotes, though -- should be less than 1.5 hrs labor

Default Installed both my VM2 and my Borla...

...although the fitment on the VM2 (not surprisingly) required a few followup adjustments. The Borla went on fine. Cost about $60 IIRC.

I have mine put on at Monroe, extremely nice people, 45 min. $50 bucks. No problems.
