So in this case, a car is worth more than a human life?
Jail time may not have been working, but death (while effective) is not the answer. It seems that there is no good solution :/

Yep. Instead of jail time, force minors to wear dorky clothing as punishment.
And have the police pay $100 to anyone who photographs the person not wearing whatever goofy outfit they are forced to wear, and fine the kid $500 every time he doesn't wear it. Ridicule is a powerful thing!
Of course, then dorky clothes would become cool ... but at least car thieves would be easier to catch if they were wearing day-glo suspenders and clown shoes.
