I've deviated quite a bit before (I have a EBC) and never thrown a single code about deviated boost. I've also noticed this on two other S4s. Even when the DVs go and the car go into limp mode or simply doesn't make requested boost a deviation code never appears. I think it has to be a pretty massive difference to get that code.
As for 14psi that's definitely a bit high. You should see around 8-10psi stock, max. Bad DVs can cause spikes though.
