Default I dont think they are DOT Approved.

<a href="http://www.danielsternlighting.com/tech/lights/light_color/light_color.html">an interesting read</a>
<a href="http://www.danielsternlighting.com/nhtsa/NHTSA.html">another</a>

Also, the color temp range of Xenon gas arc-discharge bulb is 3800K to 5400K (some sources say 4500-5000K) Anything else has to have either a filter/coloring on the light capsule or some other gas mixture.

You would probably be better off with some yellow fogs...much less hassle from the fuzz.
But if you do replace your lowbeam bulbs, I'll gladly take the old ones off your hands.

Default ...yea. "I dont think they are DOT Approved" = illegal

anyway...the McCulloch "3000K" kit (5000K capsule specially coated with a film that filters out all the wave length except the range of wave length which emits yellow) seems like it would be cool for the fog lights (but probably overkill)

Default there will always be glare from streetlights

the tungsten, phosphorus and sodium street lights will always produce a nasty glare.
If the DOT switched to mercury (or even metal halide) arc-discharge lights and used more reflectors on the roads, driving in the rain would be better.
