Audi A6 2.0TDI S-tronic (190PS) turbine problem

Im writing from Slovenia (sorry for the language). I have an 2015 Audi A6 Avant 2.0TDI S-tronic (190PS). I have a problem with flashing glow plug light and power loss. My local dealer changed some valve by turbine, all the cables from computer to turbine, all the pipes for vacuum (it didnt leak but they changed it anyway), uploaded some new settings and i still have the same problem. The turbine was changed under warranty 10 000km back (at 120 000, now it has 130 000) because of the same problem. They say that they will change turbine again but i think this will not solve the problem (its a little weird that new turbo does the same..). Does anyone have an idea what could be wrong here? The error is on sensor of the turbine. I can drive maybe 300km, or 10km it depends, and the glow plug light start flashing and car goes in limp mode. When the error comes forst time after cold car, reseting the car doesnt help (maybe helps for 10-20km then its flashing again). Error is always the same. It happens even if car stands still. I know it look like a problem of VNT actuator or turbine itself but when they do a test with computer everything is fine and once again turbine is almost new.
