Default "Voluntary" recall

Some of you are confused with the word "voluntary" as used in your AoA letter. It doesn't mean that it is voluntary on your part. It means that the National Safety Board didn't order Audi to make the recall. They "voluntarily" recalled the cars.

Now it doesn't mean it's mandatory either. That's still up in the air.

Technically, aren't all recalls "voluntary" on the part of the owner? I've never heard of any penalty for owners failing to comply with any NHTSA recall. I've always complied on my cars, but don't believe there is any penalty for refusing to have a recall applied. Would AoA come in the middle of the night to stick the spoiler on?
