2002 TTQR pricing?

I am looking at a 2002 TT Quattro Roadster (225hp) and the dealer does not appear to want to deal at all. I made an relatively lowball offer of about $900 over invoice (offered $37600 on a TTQR + Premium with invoice of $36700), but they do not even counter-offer. I get the line "that invoice does not include the destination or options", which it does (check KBB or Edmunds or Consumers Guide) and they "will lose money at that price" which is false.
So, what is the going rate? I heard of people getting TTs for invoice + $700. Kiplingers says 95% of MSRP (.95 * $40575 = $38547) is the target price for consumers. This dealer seems to think they should get MSRP, which doesn't seem right given the supply and the season (winter). Any experiences or ideas??
