KimTT and I collaborated on the TT Photo Contest idea. Using Fotki we created a contest website to collect the photos. Check it out!
To enter a photo simply post it here to the TT Forum just like always, but put some mention of "contest" in the subject line to alert us to copy your photo to the contest site.

If I follow what you mean, you want to be able to use an old image, but with a fresh twist using Photoshop such that a completely new image is created.
If that is what you mean then I think the Rules Comittee (Kim and me) will say that is OK since it fits the objective of wanting to see new photos or in this case new pshop works of art.
