It was a recreational frequency -- not one limited for hailing, etc.
I agree -- no one should hog any channel! It's a mess out there on the water over holiday weekends. We usually sail with 8-16 boats staying in contact once an hour, but have cut the chit-chat -- or now, just go to the cell phone! (Of course, that's no fun, none of the other boats can hear you boasting about nautical feats! Or the wonderful hors d'ouevres someone just brought topside!)

16, 9, and 22 are busy enough. I have no problem with people using the rec frequencies for chit-chat, and if you're inland in your car, big deal... as long as you're not interfering with people who are using it correctly. But a marina using it as an operational frequency for business is just B/S.
