I've never seen such a thing, it's not just a paint bubble, it literally looks like a small pimple about 1/4" in diameter on the top right side of my rear bumper. It cracked the paint laterally across it, but it obviously came from behind the bumper...If anyone wants I can take a pic with my phone, but it'll look like crap. I'm thinking if something behind there broke that I may be able to get a new rear bumper on warranty, but who knows...

It could have been from a previous owner, or it could have happened while you had the car parked and someone ran into it. That sort of damage indicates that the bumper was pushed up against something behind it, and then went back into place. It's pretty common, and the bumpers are very flexible, so they tend to go right back to their original shape after being compressed.
That's about the only way to get a bulge in a plastic bumper, since it doesn't "dent" like a typical steel body panel.

There's a small line with a barely visible crack in the paint just below the spot. I HATE PEOPLE!!!!!!! Well, off the the insurance company, hopefully they'll hook me up with a fat check and I can get me a nice, new aftermarket bumper...
