Anyone have tips on how to remove paint from strut bar?

wait a minute, you are talking about 2 diff. things here.
black pint is dull = polish
OR
black paint is dull=I want to remove it.
Just clean it well with some mineral spirits, NOT goo-gone, and spray it with a ClearCoat.

if you want the chrom look buy the forge one
for the time and money it will take you to try to get the same look it's worth the investment (and you'd never get it as good as the chrome one)
Of course if you want to just clean it follow Mr Bipe's suggestion

is the main ingredient in this stuff:
