Default it's the instrument cluster dimmer, this has since been fixed...

in older cars, MY2001 and earlier, the dimmer switch buzzed when the lights were turned on. You can make it stop by adjusting the cluster lights to full bright. MY2002 cars and newer have this fixed and if you get the instrument cluster replaced it'll fix it as well.

Default You need a new instrument cluster...

Seriously, I went through 3 instrument clusters in my '01 before they fixed the "buzz" due to bad dimmer switch rheostats in early clusters. No other way to fix as per Audi.

Are you still under warranty?

Default Please clarify

is it a loud buzz anytime the headlights are on or what?

I used to have a buzz when I hit the horn in my old Blazer. That was a fuse problem.
