Can the rear License Plate Section on the rear bumper be seperated from the bumper?

Can the rear License Plate Section on the rear bumper be seperated from the bumper?
I have 2 paint chips on the lip of the rear bumper thats right below the License Plate. I can see that there's a square section that looks like it's manufactured separate but does it come apart? I would like to repaint that section only and was wondering if it's all one piece or if that section is removeable from the rear bumper.
