heh.. larry, that's because those apps have the IP already cached. You established the IP info when you connect with those apps.
You do need an IP to get into a computer from the internet.. Port139 is often the point of attack used for windows os since that is the netbios port.

then the IP is meaningless. I was just trying to explain a worst case scenario.
Their are many ways to get into a computer without using the Internet, but they all require a telephone and a modem on the other end.
If you want to access a computer via the internet or a computer network, which is basically the same thing, you don't always need an IP address. Let me give a nice example . . .
I have a cable modem. My provider is Cablevision on Long Island. I used to be able to see ALL of the other computers on my node in Network Neighborhood! I used to just double click on each network and then access each computer. Most people leave file and print sharing checked and don't have a password!
I could go through peoples files very easily. I also used to send these people messages with instructions on how I got in and what they needed to do to keep people out. In this regard an IP address was not needed, heck I had no idea what their IP even was, nor did I care.
can the same thing be done if both computers are on the Mindspring Network on a dial-up connection? I don't see why not, so long as Mindspring leaves their network unlocked as Cablevision used to do and both computers had file and print sharing checked. I know this used to actually work on AOL in the early 90's as I used to access computers this way on AOL way back when I am talking before AOL hit 100,000 users! I have not tried it in a long time, but I am sure some ISP's leave plent of back as well as front doors open even to this day.
You can also send someone a program that you can use to access their computer and not need an IP address.

Ok, I understand. In the case of the Network Neighborhood, that's MS network services (likely NetBEUI) that have been left defaulted to on. Folks don't know any better.

Another Perspective,
Perhaps he was trying ti run a personal FTP server frtom his own machine. When he set it up it used the IP address assigned to him by mindspring. When he logged off Minsoring, the FTP "server " he installed and configured on his PC remembered the IP address (he was assigned dymnamicly by Mindspring.) When he logged off the dynamicly assigned address becomes "available". When you log on to Mindspring you are dynamicly assigned an IP address. When he comes back on line at a later data and fires up his personal FTP server. The FTP server tries to run using the IP address it was configured with when it was installed, but is now temporarily leased to you.
I would presume he configured the machien incorrectly.
I would however; turn off Netbios as mentioned, turn off file sharing, and get the latest patched from Micro$oft.
If you have private stuff on your computer, use PGP for the desktop to encrypt folders you don't want other to get to. Network Asociate makes a commercial version for the desktop.
Personal software Firewall, your milage will definitely vary, depends on how you configure it.
