diffrences between 215/40/17 and 225/45/17

The first number (215 or 225) refers to width, the second number (40 or 45) to sidewall height. Thus, 215/40/17 has less sidewall than the 225/45/17. Generally speaking, the one with more sidewall would have a more compliant ride.

Aspect ratio is used to calculate sidewall height. So 215/40 means that the sidewall is 40% of 215, 225/45 means it is 45% of 225. The calculators posted will do the math for you.
215 is pretty damn skinny for the wheels that we normally run. I don't know if you caught the chrome 19s with 215/35's that were posted recently but you could see that the tires were so narrow they offered no protection against curbs.

To get the sidewall height, multiply the width by the ratio. Of course, you have to convert the metric width to inches by dividing by 25.2. A really wide tire w/ lower ratio could have a bigger sidewall than a narrower tire w/ bigger ratio so you can't just look at the ratio to determine sidewall. E.g., a 275-40 has more sidewall than a 225-45.
