Fog light question: US TT's: light switch in first detente, pull out should turn on front fogs?

I swear this is the way mine used to work. Today I noticed the fogs in the headlamp cluster won't come on until I go to the 2nd detente (headlights on) and then pull the switch out.
Slick ASCII representation:

Left is off, middle is running lights, pull out for fogs only, right is headlights, pull out for fogs, too.
I am pretty sure mine are broken, as the fogs don't come on in the middle detente with the switch pulled out toward me, too.
Please verify, US drivers. Thank you.

All three of the german cars I have owned work this way but I do see some cars and trucks such as the Jeep Grand Cherrokee that are able to turn them on with the parking lights.

The foglights only work with the headlights on, although the switch can be pulled out in the parking lights detent (probably because it's legal in other countries). It's supposedly US federal law that foglights can only be on with the headlights.

Thought Chevy snuck it by for aesthetic reasons, since it would look cool to have parking lights and fog lights on without those popup headlights marring the car's lines.
