Default Audi had them from the get-go

When I visited the Audi plant in Gyor, Hungary in the Fall of 1998, Audi was already making hardtops for the roadster. I don't know why they were not released initially. Perhaps quality control, perhaps marketing. Who knows?
So, I suspect the hardtop in the picture is Audi manufactured.

My dealer says availability is Oct or Nov.
