I had the same problem in my TTR...
Believe it or not, mine was related to whether I engaged the door lock button in the center console before I turned on the ignition. I got it fixed at my 5K service and the guys at my dealership were very familiar with the problem--there might be an AOA technical bulletin on it.

There are two different problems...
If you light won't turn on (as you are describing) that's one problem... it is very repeatable (as you described).
MAXTT is talking about when the light won't turn off. This is a little different (and intermittent). My audi tech told me that one fix would work for both problems.
