Default I really don't know how to describe it better....

When I turn on the headlights, you hear this whine sound....regardless whether or not the radio is on.

I've heard it is a common problem

Hope thats more specific

Default Does it go away if you turn the instrument dimmer to full bright?

There was a service bulletin, where some instrument clusters (through 2001?) would make a noise if the lights were dimmed at all. Audi will replace the cluster with a new one for this if you're still under warranty.

Default I believe a new headlight switch should fix the issue >>

For now, if you put it on fill brightness it shouldn't buzz. I found some threads that said replacing the instrument cluster fixed the problem, but this one I linked to says just the switch needs to be changed.

Can't say for sure if that will fix it, but that's what I read.

I don't have the issue in my car so I assume whatever was redesigned was done before June 2002.

mine was fixed..

Well, either way (switch or cluster) it seems Audi does have a fix for it.

Yeah, and if you're like me and not under warranty, leave the dimmer on full bright!
