HVAC Coolant temp check question

So I'm checking the temperature for fun on my new tt and wondering what this function actually checks:
On a cold morning, not garaged, just freezing weather, at first start up, the HVAC display will show 30 degrees Celcius - when I know the engine/coolant is all at 0 Celcius.
What does this function actually measure? Or is this just a case of Audi putting in a little fuzzy factor?

and I can't quite find it in my Bentley. My listing of HVAC readout blocks doesn't indicate block 49 as temp-related. But whatever it's measuring, I have noticed it much more responsive than block 51, which will rise until it hits 90c and stay there pretty much without budging.
