When a wastegate is closed, all exhaust is routed through the turbine and powers the turbo.
When the ECU determines it has reached the requested boost level, the wastegate opens and allows exhaust gases to be rerouted around the turbo and straight down the exhaust.
The wastegate will not allow the turbo to spool any faster than designed.

it can - in other words it can change when it startes to bleed
exhaust gases - supposedly one of the benfits of the old style bleeder screw type manual wastegate adjusters was that they would allow the turbo to spool quickly and then bleed as opposed to a more linear approach - but with an ECU - I doubt there is anything an electronically controlled wastegate couldn't do as well...

yeah, as the air is compressed by the turbo, it heats up. the intercooler then cools it

I assume so (because it is controlled electronically by the ECU)
Stock tends to be very controlled in terms of any curves associated with power delivery (artificially limiting peaks etc.)
The tuners could probably answer this - because I would guess this would be one of the paramaters they would change when remapping an ECU...
