I spent like I don't know how much on Audi's car cover for the TTR, and I use it all the time so birds don't crap on it, but I went to remove it tonight before I went out, and the car was soaked underneath. It's been raining all day hear in LA. Isn't that thing supposed to be waterproof?

No, it's definitely not condensation. The thing was soaked through completely. The car underneath as well. It's not waterproof. I was just wondering if it was supposed to be.

I did some research, and it is indeed made of Stormshield. This stuff is supposed to be as waterproof as it comes, but mine is exactly the opposite. I don't get it. You would've thought the car had been hosed down after I pulled the cover off.

If you've done nothing that would have affected its waterproof properties, I'd return it and ask for a replacement. Lots of people have these covers, and they are waterproof, as marketed. I'd venture to say that yours is either defective or damaged.
