I've got a DV-R. Does diverter valve fluttter typically occur from a too-stiff spring, or too light?

Too stiff a spring, on the other hand, will delay the release and amount of pressure and stall the turbo a little resulting in less than optimum boost recovery during shifts...
A seriously hard spring or inoperative valve will cause compressor stall which makes a distinct "Chuffing" sound. This is really not good and puts lots of strain on the compressor vanes..
As mentioned before, DVR's flutter. You may not be able to get rid of it.

5 turns from soft with the center spring removed. Pulling that gives you more adjustment range up and down. Since the RS was designed as a BOV, full soft with all the springs is a rough equivalent. You do have the Pressure coming in from the bottom port, right?
