it's probably parts availability. Using all those top fuel bearings, pistons, rods, etc. saves big bucks on an already huge $ engine. Why reinvent the wheel for all those parts?
Packaging also plays a role in transversely mounted FWD cars. Hence the VR6 VW which is hardly longer than a 1.8 4-cyl, but can get to 3.0 or 3.2 L.

Exact figures are tough to find but 93-96 mm bores are admitted. That's considerably larger than TT's 81 mm bore but with only HALF the TT's stroke!
Stroke length and the resulting maximum piston speed effectively limits how fast you can turn an engine, assuming the valve train can keep up. F1 is over 18,000 rpm now.
