Need help!! Surging getting worse...

Need help!! Surging getting worse...
Never mind the fact that it is 95* out today but for the past few weeks the surging in my car has been getting worse... Just got a Turbo XS DV today... On the test drive with the new DV today I had the windows down so I can listen to it and see how it sounds... Wonderful BTW, but also when I would gun it sometimes I would hear the turbo spool up a little then come down when it starts to surge and just jump around... What would cause this? No vaccum leaks, new DV... Could it be the N75? What else controls the spooling of the turbo that would cause this?

Well, checked all lines... They are good, did a resistance check of the N75 and read 33.3 ohms which is within spec... All I have left to check is the wastegate action on the turbo... Is there anything else though that could cause surging that maybe I could check with VAG?
