get a dog. a big dog...
and not only train it to (try to) eat cats, but also train it to poop on the neighbor's lawn.
you get a new friend, you get rid of the cat, and you get a small bit of revenge.
oh, and you end up fertilizing your neighbor's lawn, so he can't even complain all that much.

I can help. First dont ever scare it away when its on your car,........
It will scratch the hell out of your paint to run away. Pet stores have a spray and granule to keep cats and other pets away. Spred the granules around and under your car where you park it. I also would get a good carcover like the Audis TT stormshield cover. Spray the pet/away all over the out side of the carcover and put it on every night for a week or two. The cat will learn to stay off. The fines are wicked for animal cruelty.
I think the pet spray will keep mice and squirrels out of your car. Good Luck.
