both driver and passenger must have safety restraints, is this something above and beyond seat belts...

If this is AutoX, I believe a TECH is just them inspecting your car to make sure it meets the SCCA safety regulations. That includes making sure you have nothing that can become a flying object or obstruct your driving as well as checking basic stuff on your car. The newbie AutoX FAQ has a breakdown of what they check for.

They will just be doing a quick inspection of your car to make sure that it's safe. Tech takes less than 30 seconds most of the time, and is no big deal. There's no tools or special equipment there. They just shake your wheels on the ground, look for obvious fluid leaks, check the pedals, make sure that the battery is secure, and make sure that your interior is empty of loose items. If there isn't a puddle under your car and you drive it up to the tech line on four wheels, it'll usually pass tech. Every car that I've *ever* seen fail tech had a mechanical problem severe enough where it shouldn't have been driven on the street.
Your factory seatbelts are fine. They have loaner helmets available. The only thing that you'll need is your driver's license, the entry fee, and to sign the standard liability waiver. You might want to bring your Audi tire pressure gauge, but you can borrow one if you don't have it yet. You won't need to make any modifications to your car, and shouldn't feel obligated to do so. Mine won three national-level trophies last year with no mods but sticky tires.
Larry and I will both be there, and are both active members of NYR. You won't have any problems, just fun. If worst comes to worst, you can always drive my car for a real e-ticket ride.....

You'll have lots of support there from these guys - I recommend you run your stock tires at about 40# warm . . . . if there's an air pump nearby the site, pump 'em up before you get there.
You might be able to borrow a pump or some air (a lot of drivers bring a filled tank) once you're there if you need to increase the pressure.
