Which performs better? AWD or 4WD?

Which performs better? AWD or 4WD?
I heard that when the road is snowy and icy, all-wheel-drive systems usually becomes insane because, say all 4 wheels are spinning, the computer doesn't know which wheel to transfer power to. On the contrary, 4WD system just keep the 4 wheels turning in any condition. So, I am confused; which 'system' do you think performs better in winter?
