Looks like you SAI (secondary air injection) line. I can't imagine that water is a good thing.

Default secondary air injection breather>>>

filter is not on everyone's car....if water got into the pump, it could spit it out when running.....could warrant a cleaning and rebuild of pump in spring which is easy....

Default if the stock airbox got water in it...in would drain to that location naturally>>>

and yeah, it is not good...

Your secondary air pump is obviously full of water.
