I am not an authority.
If you do this, I would be sure to keep the second plate in the car to show the officer in case he asks about it. (If you don't have the plate with you, he doesn't know that you haven't attached it to the back of some other (unregistered, uninsured) vehicle.)
As long as MA continues to have some plates (green ones) that only have rear plates and others (red white and blue) that have front and rear, it will be hard for them to easily identify cars that don't have front plates. I'm sure that if you are stopped for something else, they will check and you will likely get another ticket for this. I suspect the fine is around $50. Additionally, it may be a "moving violation" which will cause your insurance to go up by way more than that. (Unfortunately, I know first hand that an expired inspection sticker *is* a "moving violation"!)
All that said, I know people who don't attach the front plate and haven't had a problem in several years.

I don't carry the plate, but I just haven't remembered to throw it in the trunk. The cop that told me $30 seemed to know what he was talking about, and he did specifically say it was an inspection violation, not a moving violation. But as with anything bureacratic, I would probably play it on the safe side...
To get my inspection, I drilled two holes in a piece of 1x3 wood and mounted the plate to that. Then, through a third hole centered on the others I tied a single strand of 10-3 romex wire to attach the wooden bracket into the plastic grill below the facia. It took a little snaking, but the 10-3 holds shape and was easy to bend into a u-shape for the task. I was assured by the dealer that I would NOT pass inspection without the front plate...
