Default Why do you need welding gear?

Just a Vise Grip and a 17mm wheel bolt is all that is needed. You can then reinstall the nut and tighten the same way. You can easily attain 30-40 lb/ft of torque like this.

Sears used to stock 17mm allen wrenches.

JC Whitney used to carry a socket which was only about 1" in length. I don't know if they still carry it, the search engine on their web site sucks.

I've also taken a bolt with a 17mm head, screwed on a 17mm nut, welded the nut in place and used an ordinary 17mm box wrench before.

Why not just screw a couple nuts onto it and use a wrench?

Default Because it is not an easy thread to match with extra nuts around the garage.

Besides it is a throwaway lug bolt, they are generally free from a dealer parts dept.
