I'm not familiar with a "watershed" officer, but he sounds like an officer to me. His truck reads "Police", and has a blue and red light bar. Out here, that would most likely make him a police officer, and he would have every right to do as you stated.

POWERS AND DUTIES
The DEP's Watershed Police are charged under section 1-20 -subdivision j4(o) of the New York State Criminal Procedure Law with protecting the New York City water supply and infrastructure and keeping public peace in the watershed through enforcement of the watershed regulations <B><I>and all other state, local and federal environmental, criminal and civil laws. DEP police have all the police powers of a New York State Trooper</B></I>.
This seems to suggest that the Watershed Police have full police powers. <B><I>If</B></I> this is the case, you were fortunate that you weren't ticketed for a more serious offense, or arrested.

There are 2 types of officers that are allowed to give traffic related tickets.
State troopers
County/City police
Sheriffs ARE NOT allowed to, as well as others...
Now, they could certainly get someone to come and enforce laws...
