Replaced brake light switch - lights stay on, what did I do wrong.

I followed the instructions in Bentley...
1. Remove brake light wiring connector
2. Twist out switch
3. Depress brake pedal
4. Install new switch
5. Release brake pedal
6. Reconnect wiring connector.
Brake light stays on.
Did I misunderstand something in those instructions?

Testing and Inspection
Notes: To adjust the brake light switch, it must be removed.
* Remove brake light switch by turning 90° to left.
* Pull plunger of brake light switch out fully.
* Press brake pedal down as far as possible by hand.
* Guide brake light switch through assembly opening and turn 90° to
* Release brake pedal.
* Check function of brake lights.
