Default Replaced the fuel filter and....

I was warned about the fuel being under pressure and all that jazz, and figured eh whatever. So I let the car sit 45 minutes and go to work. I get the fancy little snap thing off, and a rag and cup ready to catch any fuel and I barely got a drip until I actually tilted the filter down.

Is this the culprit of my mediocre gas mileage? No fuel pressure? How long should it really hold that pressure?
