So... is it legal to run with no muffler as long as you dont break sound level laws?

correct . . . the cat is for emissions along with other items at or near the engine
muffler does as it is called. . . it muffles the sound. As far as I know they are not required by law in NY State. I can't find anything on the NY State DMV Website as of yet.
In the inspection visual check they only are supposed to check emissions and whether the cat is present. Nothing is ever mentioned about a muffler. Muffler shops will put a straight pipe from the cat on back if you wanted to, but they won't remove the cat unless the car is for racing and not regged for the street.
